We have an exciting opportunity for a Contract Framework Manager to join Nuclear Waste Services!


As a Contract Framework Manager you will play an important role throughout the full contract lifecycle from feeding into procurements to end of contract exit management.



Within the Procurement process you will ensure that lessons learned from previous contracts are fed into new procurements; exit management provisions are built into tender documents and appropriate performance measures and social value are developed to drive the right behaviours, with an appropriate mix of incentives and consequences. You will work closely with the procurement team, engaged in contract segmentation, contract management plans, and reviewing draft contracts and contract management processes. Participating in tender evaluations and stakeholder reviews of documents, templates and processes will be required.

The key focus on this role will be on post contract award activities, supporting the project leads in mobilising suppliers, managing the contract scope, contract administration, applications for payment and change control, variations, dispute resolution, risk management, performance management, 360-degree reviews and audits, supplier development and contract exit/close out.

In addition, the role will provide an assurance role for a larger portfolio of lower risk/complexity contracts to ensure these are consistently managed to an appropriate quality across the organisation. As well as providing training and advice as required, this will require the Contract Framework Manager's direct involvement at key decision points within the contract lifecycle.

Essential Skills/ Qualifications




    • A proven track record of framework management and/or contract management including high value complex contracts as well as building and maintaining the relationships necessary to deliver successful outcomes.

    • Experience in using different forms of contract. In particular, this will include the NEC suite of contracts (notably Professional Services), Model Services Contract (used by Crown Commercial Services), amongst others.

    • Experience in managing contracts in any following areas of spend, civils related services, consultancy/professional services, Research, Facilities Management, IT, back office services.

    • Good working knowledge of the Public Contracts Regulations 2015, in particular with regard to contract variations/modifications.

    • An excellent and succinct communicator with strong stakeholder management skills. Ability to manage dispute resolution including using formal contractual procedures.

    • Ability to consolidate large volumes of data from various sources and undertake detailed analysis to generate reports on framework/contract performance, draw conclusions and make recommendations.

    • Ability to share and embed best practice in both specific teams and across the wider organisation on effective contract practices

    • Preferable but not essential to have a recognised, relevant qualification including CIPS (minimum Level 5) or IACCM certification, MCInstCES or MRICS.




Desirable Skills/ Qualifications





      • Recognised, relevant qualification including CIPS (minimum Level 5) or IACCM certification, CICES, RICS.

      • Experience of NEC3/NEC4 Suite of Contracts, including PSC, Alliance, ECC.

      • Experience of using Atamis, CEMAR, Sage X3, Business World, MS Excel, PowerPoint, PowerBi, desirable but not essential as training can be provided.

      • Relevant Degree qualification in Commercial Management, Quantity Surveying, Construction Contract Law or proven experience in managing high value/high risk portfolios of contracts.
