As our Lead Procurement and Contract Manager, you will play a vital role in ensuring that our procurement processes and strategic partnerships deliver outstanding value, positive environmental and social outcomes and minimise risks. Your Purpose in This Role
You will provide senior level support and oversight across the procurement lifecycle, with a focus on contract management, ensuring goods, works, and services are scoped, sourced and managed in line with NCHA’s strategic objectives. By building strong partnerships and embedding robust policies, you will take the lead on critical procurement activities, support organisational goals and safeguard against financial, commercial and reputational risks.
Key Responsibilities
Oversee strategic contract processes to ensure efficient implementation, offering value for money whilst minimising risk
Manage end-to-end procurement activities, from supplier engagement to post-implementation contract management
Provide operational advice, contract support and policy development to ensure compliance with UK procurement legislation
Drive supplier performance management, ensuring alignment with SLAs, KPIs, and service objectives
Build and maintain strong working relationships with stakeholders and external partners
Collaborate with leadership to ensure effective management of high-value contracts and cost forecasting
Facilitate monitoring of strategic partners, identifying and mitigating risks throughout the procurement lifecycle
Act as a subject matter expert, mentoring colleagues and fostering a culture of continuous improvement
Lead the strategic delivery of social value initiatives and undertake benchmarking exercises to maximise value and productivity
Act as a contract administrator for supplier agreements, ensuring cost control and market competitiveness
What We’re Looking For
We need a proactive professional with a proven track record in procurement and contract management, ideally within a public sector or housing context. You’ll bring:
A degree qualification and/or substantial experience in a procurement-related field
A professional qualification or be working towards one such as the Diploma in Contract Management (CIPFA)
Membership of CIPS or Chartered Institute of Public Finance and Accountancy or equivalent demonstrable experience
Knowledge of UK procurement legislation, EU frameworks and the ability to design effective procurement strategies
Strong team management experience, with excellent communication and IT skills
