Senior Procurement Business Partner 



Introduction



The Royal Borough of Greenwich is undertaking a procurement transformation to ensure the function is resourced and structured to deliver best practice outcomes. As part of that review the Service will be reporting to the Assistant Chief Executive responsible for Change. This role in the current structure may be revised as part of the transformation but will retain a critical responsibility in supporting Directorates across the Council in delivery of their services through effective procurement.



Royal Borough of Greenwich is looking to recruit Senior Business Partners to work within the Strategic Procurement Team and to help the Council to achieve its ambitious Procurement and Social Value Agenda.



The Royal Borough spends approximately £400m on procured services and is looking to ensure high quality outcomes as well as value for money are secured for the residents of Greenwich. We are striving to make all our key support services “enabling and solution focused”. 



Job Role



Senior Business Partners will work as part of the Strategic Procurement Team but will be allocated one or two Directorates of the Council, taking the professional procurement lead role in projects, providing advice and guidance, and managing the process in accordance with the Public Contracts Regulations and internal governance requirements.



The clear focus must be on outcomes, ensuring that the support delivered helps Directorates to achieve the best possible results for residents across the borough.



The roles are not entirely procurement category based, but span across a Directorate’s responsibility so are likely to include at least two categories of focus per business partner.



The ideal candidate/s will need




  • Strong customer and outcome focus

  • Excellent communication skills

  • Detailed understanding of principles of procurement best practice, including the legal, finance and business implications of effective procurement.

  • Knowledge of the Public Contracts Regulations and an understanding of how Local Authority Governance fits in.

  • At least five years experience at Category Manager or Procurement Officer level. MCIPS, or a related degree would be an advantage but is not essential.

  • Strong experience in at least one of the following procurement areas: 

    • Construction / Facilities Management / Housing

    • Children’s Services

    • ICT and general services

    • Fleet / corporate supplies/ professional services



  • To be a collaborative, team player within the Procurement Team and across the Council as a whole.

  • To embrace transformation and change
