Sourcing Manager

We have an exciting opportunity for a Sourcing Manager to join the Commercial team at Nuclear Waste Services.

As a Sourcing Manager you will play a key role in the delivery of £multi-million procurement projects across the organisation, with a primary focus on the Corporate Services area including the Technical, HR, Transformation, Legal, EHHSQ , Finance , Commercial and Communications directorates, providing professional advice on all aspects of commercial and procurement activities to ensure adherence and compliance with NWS policies , the law and relevant legislation.

You will report into the Senior Sourcing Lead who will maintain line management responsibility including objective setting and personal development and you will be required to deputise as necessary. The role will have line management responsibility for a small team and you will have financial and contractual delegations in accordance with the schedule of delegated authority.

As the Sourcing Manager you will be responsible for implementing robust sourcing strategies and contract award recommendations which will provide workable and effective contract vehicles and deliver the requirements of the business, ensuring that they gain approval through the relevant NWS, NDA and external sanctioning bodies.

You and your team will prepare tender documentation such as ITTs and RFQs for a variety of procurements, including above threshold, below threshold and mini-competition exercises and you will lead tender evaluation exercises, maintaining records to the high standards required to ensure compliance with the relevant regulations.

The role's responsibilities also include:

• Delivery of procurement improvement and implementing best practice in procurement processes, documents and systems, training other commercial and non-commercial personnel within the business in their usage.


• Maintain a rolling pipeline of procurements and sourcing projects for your assigned business areas and provide regular stakeholder reports and dashboards for internal and external usage, highlighting changes and pipeline delivery risks and opportunities.


• Developing knowledge, maintaining an awareness, and informing others of the status of relevant markets, suppliers and services to support the needs of the business.


• Reviewing contract and supplier prices to optimise value for money.


• Implementing Learning from Experience from internal and external reviews of procurement documentation (including governance and assurance) within the procurement processes, documents and systems.


• Maintaining knowledge of contract terms and conditions to ensure that contract management can be delivered effectively.


• Management and administration of a small amount of bronze/lower-risk contracts.


• Work with other members of the NDA group to promote collaboration across the NDA group to standardise common processes.


• Participate on key management and governance bodies.


• Where required, developing, recruiting, and implementing a team structure to deliver effective management of the area of focus.


• Creating a culture that is task driven, people orientated, and delivery focused (expecting high standards of performance), without compromising the ability to listen to and support individuals who require additional coaching and mentoring.


• Manage the risks within your scope of work in compliance with the company risk management procedures.


• To act in a secure manner at all times, recognise potential consequences of personal behaviour and say if others fall short with respect to security.

• Create a positive commitment to safety and adhere to established systems for effective safety management.

Essential skills, knowledge and qualifications

• Degree in a relevant discipline with relevant experience in procurement and supply chain activities ideally, though not essentially, gained in both public and private sector.


• Significant knowledge and working experience of relevant forms of contract for goods and services e.g. NEC.


• Understanding of public contracts regulations.


• Ability to manage the development and deployment of effective processes, systems and tools to support good business practices.


• Extensive knowledge of MS Office applications (Outlook, Word, Excel, PowerPoint, Visio)


• Relevant procurement qualifications (MCIPS or equivalent).


• Proven ability to identify areas for change and the ability to implement solutions.
